GENERAL STATEMENT OF DUTIES

Designs, tests, implements, and evaluates automated and manual financial accounting systems.

DISTINGUISHING FEATURES OF THE CLASS

This class series is found only in the Finance Department. Incumbents learn County accounting policies and procedures and the operation of existing accounting systems and provide functional supervision over professional, technical, and clerical accounting staff and systems analysis and programming staff. This class differs from a Financial Analyst or Information Technology Analyst by the level of knowledge pertaining to software applications (including database query tools) as well as knowledge of financial/accounting procedures. Employees possess an in-depth knowledge about department business and workflow processes and serve as the principal functional and technical liaison between the Finance Department, department business process analysts, and systems analysts employed with the central information technology department. Employees oversee the system development and/or implementation processes in the Finance Department including project planning, and system enhancement and integration. Performs operations using financial software and other in-house developed systems. Conducts department studies, detail system design, and test and complete specialized reports. Provides training and documentation of information within system manuals. Evaluate and define system specifications and test system changes. Troubleshoot and provide system and PC support. Also serve as the security coordinator. Complete Comprehensive Annual Financial Reports, Indirect Cost Reports and other financial reports as needed. Guidelines for most work tasks are generally available for routine activities; however, the primary focus on the work centers on unknown situations. Public contact occurs with banks, county vendors and software companies while carrying out job duties. Constant public contact occurs with employees within the department or other departments and is for the purpose of providing or obtaining information or assisting others in accomplishing work efforts affecting both departments. This is a professional non-supervisory classification.

Examples of Duties

DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include, but are not limited to:

  • Evaluates manual and automated financial accounting system processes and procedures for workflow efficiency and conformance to principles of government accounting; gathers information on work processes, policies and procedures, and computer technology and identifies needed process improvements.
  • Serves as a principal functional and technical liaison with central information services staff and department functional business analysts to identify and resolve problems related to technical infrastructure and multiplicity of software used.
  • Serves as a functional liaison with line departments in the installation and development of department specific software to ensure compatibility to County Finance Department reporting and information needs; evaluates internal controls and security of new and existing automated accounting applications to ensure compliance and compatibility with County standards.
  • Prepares specifications and documentation, such as user manuals and systems/code documentation, for new and revised computerized accounting systems; evaluates internal control and reporting programs of financial information systems; conducts load and functional acceptance testing of patches and upgrades; trains others in the use of accounting information systems; documents processes for historical record and auditing of changes.
  • Creates and maintains on-line decision-support processes; prepares narrative and statistical reports on specific information issues related to forecasts of revenues and/or expenses, bon indebtedness, or other fiscal and budgetary issues; uses queries or other data access and reporting tools to obtain data.
  • Testing of Software systems before and after implementation to ensure functionality.
  • Works to ensure proper closing of system at month end and year end.
  • Performs back up and reconciliation as needed for closure at month end.
RECRUITMENT STANDARDS
Knowledge, Skills, and Abilities

Knowledge of:
  • Generally Accepted Accounting and Auditing Principles.
  • Methods of systems analysis and computer systems design sufficient to define problems and propose solutions.
  • Computer programming principles and procedures sufficient to prepare processes that provide or extract information.
  • Relational database designs in order to identify and optimally utilize information from various sources.
  • Principles and practices of project management sufficient to organize and manage work priorities.
  • Business English sufficient to prepare narrative and statistical reports for management.
  • The role of training in the workplace and effective methods for training employees using new technology.
  • The operational characteristics and structure of enterprise resource planning software used in departments sufficient to serve as a software liaison and technical support specialist for the County Finance Department to other departments.
  • Business workflow analysis sufficient to design and integrate different or common work requirements into an efficient process.
  • Routine operating and maintenance requirements of PCs, computer peripherals, and Microsoft Office software.
  • Effective communication techniques sufficient to establish rapport and maintain effective working relationships with internal department staff, other department staff, vendors of software and hardware, and software implementation consultants.

Ability to:
  • Gather and analyze data, develop solutions, project consequences, and evaluate results.
  • Plan, organize, and prioritize work.
  • Establish rapport and maintain working relationships with County staff and vendors.
  • Communicate effectively with computer users with limited computer knowledge.
  • Prepare narrative and statistical reports, make presentations to groups.
  • Remain abreast of changes in laws and regulations affecting governmental accounting.
  • Train others in the various uses of enterprise resource planning software packages.
  • Perform routine installation, troubleshooting, and maintenance of PCs, computer peripherals, and office-based software.
  • Create written memos and reports for a variety of purposes.

Skill in:
  • The use of specialized software applications and reporting tools.

Typical Qualifications

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor’s degree in Accounting, Computer Science, Mathematics or other field of study related to the nature of the work performed and five (5) years professional experience in the analysis and implementation of financial and accounting information systems and/or enterprise resource planning systems preferably used in government operations, OR;
Associate’s degree and seven (7) years professional experience in the analysis and implementation of financial and accounting information systems and/or enterprise resource planning systems preferably used in government operations, OR;
High school diploma and nine (9) years professional experience in the analysis and implementation of financial and accounting information systems and/or enterprise resource planning systems preferably used in government operations.
Prior functional or technical training in one or more software applications may also be required. Must have detailed knowledge of business processes of governmental operations including accounts payable and receivables, financial reporting, grants and funds management, and exposure to enterprise resource planning software.

Supplemental Information

Working Conditions

Work is typically performed in an office environment, although work is frequently performed at remote locations where computers and peripheral equipment is located.

Physical Demands and Mental Demands

Must be able to physically perform the basic life operational functions of stooping, kneeling, crouching, reaching, standing, walking, pulling, lifting, fingering, grasping, talking, hearing, and repetitive motions. Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects such as computers, monitors, printers, and related equipment. The worker is required to have close visual acuity to prepare and analyze data and figures, perform extensive reading, and operate personal computers or computer peripherals.


May Require Driving

This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
